There is a one time payment to join the USA Junior Golf Team. Membership benefits include:

USA Junior Team golf bags for players on your Future Stars, Pre Elite and Elite team members.
Discounts on hard goods from Callaway Golf.

Membership also allows members to play in all USA Junior Golf Team golf tournament (entry fee is required but no additional membership dues to play tournaments)
